Michelle is a dedicated public servant with over 12 years of experience in local government. Currently as the Borough Manager, Michelle plays a key role coordinating public programs, facilitating stakeholder engagement, and ensuring responsive service delivery to residents.
She began her career as Director of Constituent Services for Allegheny County Council, where she developed a deep understanding of local needs. Michelle holds two Master’s degree in Education from Carlow University and Public Policy Management from the University of Pittsburgh.
Michelle currently lives in the Municipality of Penn Hills with her family.

Ashley Brown officially joined the team in February 2023 as the Resident Service Specialist after working with the borough since Fall of 2022. Her goal as Assistant Manager is to work as part of a team with the Borough Manager and department heads to support the policy-making of the Borough Council and ensure the smooth administration of Borough codes and policies and excellent service to the public. All employees of the Borough of Churchill are public servants committed to protecting people and property.
Property Safety Specialist

Scott Stonebraker joined the borough officially in February 2024. He has been with the Fire Company since August 2013 and will continue to run daylight fire calls now that he is with the borough. His goal as Public Safety Specialist is to protect the people and property of the borough. He will work as part of a team with the Borough Manager and department heads to support the Borough codes, policies and provide excellent service to the public. All employees of the Borough of Churchill are public servants committed to protecting people and property.
Borough Office
The Borough office is located at 2300 William Penn Highway, Pittsburgh, PA.
Originally, the Borough Council meetings were held at Edgewood Country Club until 1948 when the location moved to an existing concrete block structure located at 2300 William Penn Highway. In 1971, a new building was constructed that now contains a Business Office, Council Chambers, and offices for Churchill’s Police and Fire Departments.
